Implementing GC Web (government of Canada) theme. Part 1: initial setup

GC Web is an accessible web template/theme used by many government of Canada websites. However, it does not support Bootstrap 5, which creates an issue for Power Pages. To implement GC Web with Power Pages, you need to host the GC Web and wet-boew files outside of Power Pages. You can download the release files and put them in the same folder structure. Alternatively, if your organization is already using GC Web, you can reference an existing version. Set up web templates for the header, footer, and page template. Update your website record to use the header and footer templates. Finally, update a site page to use the new page template. More configuration is needed for language selection, localization, lists, forms, and Bootstrap 3 vs. Bootstrap 5.
